Owens Nixes Capitol Blogging

"Real Deal," a commenter at ColoradoPols, messed it up for everyone by being a jackass at work and causing his employer embarassment.

But Owens has only prohibited the use of state computers for posting to political blogs. Is there a 1st Amendment issue here?
